Why are thin hits registered as misses?

The guidelines are great in this game. But, they are not always accurate in showing what is going to happen. When aiming at a ball, if you aim so the indicator shows you're going to hit the ball, but it's a very thin cut (the right angle deflection line does not extend past the edge of the object ball), and the object ball does not move, you are then assessed a foul.  When the right angle line show the direction the object ball will take when hit, if you shoot strong enough to "Touch" the ball, the shot should be legal.  I have even taken shots when the deflection angle of the cue ball is obvious and was still assessed a foul. This should not happen. If your aim shows you're going to hit a ball and the shot is strong enough, a foul should not be assessed for not "Moving" the ball.
